REQUEST FOR TENDER
To conduct a political mapping exercise to inform a better understanding of the drivers of fisheries positions amongst development partners to Pacific Island Countries (PICs), and opportunities for PICs to improve fisheries outcomes.
The Pacific Islands Forum Secretariat is seeking to hire a suitably qualified and experienced consultant to conduct a political mapping exercise of the key influences on fisheries policy development in the Pacific region.
2. The Consultant will be accountable to the Secretary General of the Pacific Islands Forum Secretariat and will work under the guidance of the Natural Resources Adviser. The consultant is expected to conduct the following:
• Identify countries that are significantly engaged in fisheries with PICs, including through participation in the Western and Central Pacific Fisheries Commission (WCPFC) or as donors, important market states or investors in regional tuna fisheries (hereinafter referred to as “key partners”).
• Conduct a traceability study of the political commitments on fisheries made by partners at the annual Post Forum Dialogue (PFD) Summit and through bilateral summitries (over the last 5 years) to determine where political settlements have been reached, both at regional and international level.
• Identify the constraints and opportunities for the Pacific’s key fisheries partners in supporting Forum Island Countries’ (FICs) regional vision for economic returns on fisheries, for example, at the WCPFC.
• Identify other opportunities to influence partners’ positions on fisheries through the campaigns of international non-government organisations and possible alliances between them and PICs
• Advise on a political strategy for the longline fishery so as to enable FICs to increase their share of benefits from their fisheries.
• Develop a fisheries political report card template that PICs can use for each of the key partners.
3. Applicants should have:
a) A bachelor’s degree, post graduate qualification or equivalent in Political Science, International Relations, Economics, Commerce, Business Administration or related area;
b) A mandatory 10 years work experience including experience in politics and international affairs/fisheries sector (preferably in the Pacific), and an understanding of Pacific development partners, and regional or international stakeholders in the sector;
c) Sound knowledge of international, regional and sub-regional agreements particularly in the fisheries sector;
d) Excellent command of English, including written and oral communication skills.
4. The appointment is for an initial term of approximately 35 working days which may vary depending on date of commencement and satisfactory performance.
