MONITORING AND EVALUATION FRAMEWORK: NON-STATE ACTOR (NSA) PROGRAMME

1. Introduction
The Pacific Islands Forum Secretariat (PIFS) through the EU funded “Strengthening Non-State Actors Engagement in Regional Policy Development and Implementation Programme” is seeking submissions from reputable and suitably qualified/experience service providers to develop a ‘Monitoring and Evaluation Framework”.

2. Content of Tender Submissions
All correspondence and documents related to the tender exchanged by the tenderer and the Contracting Authority must be written in English. The tender must comprise of a Technical offer and a Financial offer, which must be submitted in separate envelopes/labelling (refer to Section 3 – Evaluation of Tenders).
2.1. Technical offer
The Technical offer template can be downloaded by using the link on www.tenders.net/forumsec.
The Technical offer must complete the following sections:
I. Tenderer’s details
II. Relevant Experience
III. Qualification and Relevant Experience of Individual
IV. Effectiveness of Proposed Methodology and Proposed Timeframes
2.2. Financial offer
The Financial offer must be presented as an amount in Fijian Dollars (FJD) and must be submitted using the template downloadable by going onto the link: www.tenders.net/forumsec
3. Evaluation of Tenders
3.1. Evaluation of technical offers
The quality of each technical offer will be evaluated in accordance with the technical scoring criteria and the weighting detailed below:

3.2. Evaluation of financial offers
Upon completion of the technical evaluation, the financial offers will be opened. Tenders exceeding the maximum budget available for the contract will be eliminated.
3.3. Choice of selected tenderer
The final selection of the preferred service provider will be established by weighing technical quality against price on an 80/20 basis

5. GENERAL TERMS AND CONDITIONS
Interested bidders are encouraged to provide written submissions including capability statements for the firm, a copy of your curriculum vitae of key staff assigned to the task as well as confirmation that the firm and/or key staff are not aware of any conflict of interest which may exist and a financial proposal in Fiji Dollars (FJD).

a) Bidder Ability:
By submitting a response to this “Request for Tender” (RFT) the bidder warrants that:
• the bidder has the necessary skill, knowledge, experience and resources to comply with this RFT and capable of successfully completing the project. In particular, the bidder will ensure that it will have the requisite staff available to meet the statutory timeframes for the Secretariat’s audit.
• The bidder meets relevant regulatory/statutory requirements for the jurisdiction in which the PT& I Office is based.
• In addition the bidder warrants that the bidder is not subject to any legal or regulatory process that may result in the de-registration of the bidder.

b) Language:
The bidder response must be in English.
c) Amendments:
Should the bidder become aware of any discrepancy, error or omission in the document submitted, and the bidder wishes to lodge a correction or provide additional information, that material must be in writing and lodged prior to the evaluation of the RFT responses

2.b. Method of Submissions:
Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec
Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.
The electronically submitted documents should be converted to the PDF format. Please note that the maximum email file size allowed is 10mbs.

2.c. Deadline for Submissions:
Submissions need to reach the Secretariat by Wednesday 25th January 2017, 5.00pm Fiji Time.
Late or incomplete tenders will not be considered.
2.d. Questions and Answers
All queries or request for information must be submitted via the Question and Answer Forum at www.tenders.net/forumsec . Tenderers may submit questions in writing to the mentioned Question and Answer Forum up to 7 working days before the deadline for submission of tenders (Monday 17th January 2016).
The Secretariat has no obligation to provide clarification after this date.
Note: The Secretariat will not be responsible for non-receipt/non-delivery of the Bid documents due to any reason whatsoever.
