About the Pacific Islands Forum Secretariat
The Pacific Islands Forum was founded in August 1971 and currently comprises 16 independent and self-governing states in the Pacific. Forum Leaders meet annually to develop collective responses to regional issues.
The Forum’s administrative arm is the Pacific Islands Forum Secretariat, based in Suva, Fiji. It acts as the Secretariat for Forum-related events, implements decisions by the Leaders, facilitates the delivery of development assistance to member states, and undertakes the political and legal mandates of Forum meetings. The Forum Secretariat is also mandated to coordinate the implementation of the Framework for Pacific Regionalism.

About this Opportunity
The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP), and intends to apply part of the proceeds for consulting services. PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services for a Program Officer, a full time position within the PREP Regional Coordination Unit (RCU). The time frame of the Consultancy will be a three and a half (3.5) year, with a contract renewable every year, subject to performance, and, with 3 months’ probationary period.
The Program Officer would report directly to the Regional Coordinator of the PREP and would be responsible for the provision of policy and technical advice support to the Regional Coordinator on the resilience building activities of the PREP and other technical and administrative areas.
Responsibilities will include:
 Providing management support to ensure the effective and efficient management of the PREP
 Providing technical support and advice on Climate Change and Disaster Risk Management
 Facilitating coordination with PREP national and regional partners and stakeholders
 Undertaking monitoring, evaluation and reporting of PREP and related activities
 Assisting the development of information and knowledge products to enhance regional and national advocacy for climate and disaster resilience building
We are looking for candidates with the following knowledge, skills and experience: University graduate in project management, engineering, economics, social science, Climate Change, Disaster Risk Management or related field; at least 3 years’ experience in managing projects/programs or program coordination, preferably in Climate Change and/or Disaster Risk Management or related fields of work with similar responsibilities; relevant work experience in drafting work plans and progress reports, production of knowledge products etc; experience in support for skilled experts/consultants and working in multi-disciplinary teams of professionals; proven experience in providing logistical, organisational and administrative support to senior officials and executives; sound analytical, research, numeric skills, and excel spreadsheet skills; strong communications skills with experience in the development of communication briefs and advisories using print, social and other media, and; significant experience and contextual understanding of Pacific island countries and partners in the Pacific region. Desirable experience includes experience with regional partner and program coordination; previous experience with donor financed programs, and; demonstrated ability to provide effective communication of quality advice at the highest levels.
Applicants should possess the ability to demonstrate exceptional customer service skills and work ethics. The applicant must also have strong interpersonal and communication skills, the ability to organise, coordinate and prioritise conflicting demands.
