External Contractor for the administration and management of the Taiwan/Republic of China-Pacific Islands Forum Scholarship Scheme

Background

The Taiwan/Republic of China-Pacific Islands Forum Scholarship Scheme (hereinafter, “the Scholarship Scheme”) was established in 2001 and has been accessed by all Forum Island Countries (FICs). It is considered to be a valuable initiative for development and building human capacity in the region. The Scholarship Scheme provides citizens of FICs with the opportunity to pursue full time studies at eligible tertiary institutions, either in the Pacific region or in Taiwan/Republic of China.

Purpose

In order to ensure efficiencies around scholarship management and more direct support to scholarship recipients, the Secretariat has decided to seek an external contractor with the requisite capabilities to manage the scholarship scheme and develop the necessary systems to facilitate academic and pastoral support towards the successful completion of students’ programmes of study.

Scope of Work

To manage the operational requirements of the Taiwan/ROC-PIFS Scholarship Scheme, as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Academic Qualifications

Relevant tertiary education level qualification.

HOW TO APPLY

Submissions should be entitled:

Method of Submissions:

Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec

Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.

The electronically submitted documents should be converted to the PDF format.

Deadline for Submissions:

Submissions need to reach the Secretariat by 4:00pm Monday 15 January 2018.

Late or incomplete tenders will not be considered.

Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” Wednesday 10 January 2018. The Secretariat has no obligation to provide clarification after this date.
