Consultancy to Support Validation of the Organisation Review
REQUEST FOR PROPOSALS (RFP)
PIFS ORGANISATION REVIEW
The Pacific Islands Forum Secretariat (PIFS) is seeking proposals from a qualified consultancy to provide targeted support to its ongoing Organisation Review. The consultant will be engaged to collaborate closely with the internal Organisation Review Team (ORT) to validate the Current State Analysis, First Progress Report, and Final Report. They will also conduct data collection and analysis with our member countries about the scope of the review and conduct an international benchmarking exercise. Finally, the consultancy will provide expert advice on risk, governance, operations functions (HR, Finance, IT, Procurement and property management), approaches to prioritisation of work, future-state options.
The complete scope of the engagement is set out in Terms of Reference; in short it is proposed as approximately 40 days over three separate but related engagement milestones: Oct-Nov 2025; Feb-Mar 2026 and May 2026. The external consultancy’s role is to ensure robustness and completeness of findings, identify best-practice benchmarks, and advise on approaches to strengthen PIFS people, structure, systems, and processes. By contributing to the validation of the review and offering actionable recommendations, the consultant will help PIFS enhance our culture, governance, operational efficiency and effectiveness, and accountability.
This engagement is particularly timely as PIFS expands its overseas presence—including a recently established office in Palau and a planned office in Kiribati — alongside existing offices in Switzerland, China, Australia, and New Zealand, and individual staff stationed in the Federated States of Micronesia, Vanuatu, and Tonga. The successful bidder should possess substantial experience in auditing, organisational diagnostics, inter-governmental or regional institutions, and international benchmarking methodologies.
Interested parties must submit a written proposal in English, including a curriculum vitae and a financial proposal in FJD, demonstrating their capacity to fulfill the consultancy’s scope within the 15 working-day timeframe.

Late or incomplete tenders will not be considered.
