SHORT TERM CONSULTANCY - TRIENNIAL REVIEW OF PIFS SUSTAINABLE FUNDING STRATEGY

Background

The Forum Leaders agreed on the Sustainable Funding Strategy (SFS) that was designed to ensure that the Secretariat delivers on its core functions of providing independent and robust regional policy advice to the Pacific Islands Forum with adequate and predictable funding from its membership. The 2018 SFS review proposed to increase Forum Members’ ownership of the Secretariat and safeguard the Secretariat’s role as an independent adviser to the Forum. As part of the Leaders resolution in 2018, it was also agreed to institute a triennial review.

The first Triennial Review was undertaken in 2022, endorsed by FOC in 2023, and was implemented from 2024 and will continue until 2026, covering the triennial budget cycle of 2024-2026.

The second triennial review is now due for the next triennial budget cycle of 2027- 2030. The timing of the review takes into consideration, the various initiatives and priorities currently in progress which include the finalisation of the Strategic Plan, the 2050 Implementation Plan, Review of the Regional Architecture, Change Management, Work Programmes Design, the Organisation Review and the full utilisation of the Suva Agreement funding by December 2026.

Purpose

The purpose of this tender is to recruit a short-term consultant to support PIFS in reviewing the Sustainable Funding Strategy for the period beyond 2026, within the context of the Sustainable Funding resolutions agreed by Leaders, covering the scope of works contained in the Terms of Reference.

INFORMATION

Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:

• Are financially solvent and able to conduct business operations in a professional and successful manner;
• Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
• Do not appear on the World Bank’s listing of ineligible firms or individuals.

Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec

All applicants will need to register at www.tenders.net/forumsec to make a submission.

Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.

The electronically submitted documents should be converted to the PDF format.

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm Friday, 9th January 2026 (Fiji time).

Late or incomplete tenders will not be considered.

Questions and Answers

Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” 5pm Monday, 5 January 2026 (Fiji Time). The Secretariat has no obligation to provide clarification after this date.
