Tender Details
The intended purpose of the Concept Plan & Cost Estimate is to pitch to alternative funding sources and give detailed planning to future development at the Trailhead site. As secured, funds will enable the tendering of ‘design and construct’ contracts for elements within the site. To facilitate this, the Concept Plan & Cost Estimate should design and cost elements as standalone construction projects. In addition, the Concept Plan & Cost Estimate should demonstrate interconnectivity between elements, existing infrastructure and the surrounding street scapes in a Full Site Concept Plan.
As well as providing a unique cycling hub and event staging area for the region, further development of the Trailhead site including; play spaces, bbqs, shelters, goal posts and grassed open space will ensure recreational use by the broader community.
To be provided upon award of contract to successful consultant:
• Hammon Park Master Plan (refer https://creswicktrails.com/)
o Note: this should be used to inform the Concept Plan & Cost Estimate design works within this contract
• Features survey for subject site.
3.4 Deliverables
Under this Contract, the Contractor shall deliver as a minimum:
1. A Full Site Concept Plan, depicting the location of, and connectivity between elements, existing infrastructure and surrounding street scapes. As above, the Hammon Park Master Plan should be used to inform this plan (refer https://creswicktrails.com/).
2. Concept Plans & Cost Estimates for individual elements.
a. It is anticipated that there will be two (2) rounds of edits to the concept design – one prior to consultation and the second following consultation to finalise the design. These rounds of edits will include the consultant presenting the draft designs to the Project Manager prior to them being deemed ready for consultation/finalisation.
b. Consultation will be conducted by Council.
Note: The consultant is encouraged to include consultation as a separable portion option in their quote.
3. A presentation package designed to present/pitch the Hammon Park Trailhead – Bike Park & Recreational Facility project and individual elements within it.
4. Attendance at three (3), hour long meetings with Council to include project inception, draft concept presentation, draft revision. Council offices are located in Daylesford, VIC however the location of these meetings is negotiable.
Note: Consultant is to provide hourly rate for key staff should additional meetings or edits be required)
5. If relevant, consultant is encouraged to include options and/or costs as separable portions for other work that they feel is necessary to complete this project to a high level of quality. These additional items should be included after Section 4.2.

The Concept Plan & Cost Estimate should incorporate:
• Primary and secondary trailheads, shelters and signage
• Toilets and change rooms (with option of a Changing Places Toilet)
• Dirt and/or feature jumps
• Beginner skills loop trail
• Bike playground and safety track
• BBQ and picnic space
• Cyclocross race track and features
• Nature play space / playground
• Pedestrian connections and cyclist connectivity between features
• Provisions for event staging
• Location of drinking fountains
• Internal drainage
• Site landscaping including trees, garden beds etc
• Conceptual visualisations for presentation to stakeholders and funding bodies
• Consideration of existing infrastructure
• Costing estimates for individual element design and construct contracts.
As stated, the Concept Plan & Cost Estimate should be developed to pitch separated projects within the site, enabling staged design and construction of stand-alone elements as further funding becomes available.
