Overview
As a diverse community with high expectations on service delivery coupled with being a primary tourist destination in the State, Public toilets play a critical role in supporting an active and vibrant community space.
Clean & well-presented facilities complete with minimum standards for internal fixtures that meet standards and expectation are essential for ensuring social, recreational and commercial activity in any community.
Hepburn Shire is responsible for toilet and change room facilities across a wide area and many communities. Council recognises that many facilities have not kept up with expectations and is committing significant funding to the improved management and upgrade of toilet facilities to support our community.
Concept
To ensure high standard public amenities are provided across the Shire and that they are provided in a cost effective and consistent manner a modular design concept has been created. This modular concept is fully adaptable and versatile design able to provide a range of facilities tailored to each location. The design allows off-site construction of the building to proceed concurrently to the on-site works prior to transportation of the structure and installation on site.
Methodology
The concept design is completed. The Head Consultant will, in concert with Hepburn Shire Council:
Develop Site specific existing conditions documentation for each site,
Establish the requirements brief for each site and, using the concept modules, put together the optimum module configuration,
Put the Concept Design, Existing Conditions and Site Configurations forward to Head Contractors or Fabrication Contractors (as appropriate) under a Design and Construct Quote, with pricing per site and per module,
Provide and evaluation of the above Quote responses,
Manage the deliverables, contract and subsequent Defects.
The Respondent will need to include all works relating to all consultancy to the project. They will be responsible for ensuring the program is met within budget and to a quality as required and expected by Hepburn Shire Council. They will be expected to provide throughout; cost management initiatives and cause the minimum possible impact to staff and residents of Hepburn Shire Council. They will also be expected to manage stakeholders, Hepburn Shire Council internal services (Facilities, etc.) as well as follow all of the Hepburn Shire Council standards and procurement requirements.
