Hepburn Shire Council (Hepburn) is preparing the Hepburn Settlement Strategy (HSS) which includes preparing structure plans for five towns in the Shire (Clunes, Creswick, Daylesford-Hepburn, Glenlyon and Trentham) as well as an agriculture and rural settlement plan. To inform these plans we are seeking an expression of interest to prepare a Land Supply and Demand Assessment (LSDA) in order to understand:
a) the current supply for Residential, Commercial and Industrial zoned land in each of the structure plan towns;
b) the current demand and recommended locations for Residential, Commercial and Industrial zoned land in each of the structure plan towns;
c) the current supply for land that would be suitable for uses consistent with the Rural Activity Zone; and
d) the current demand and recommended locations for land that would be suitable for uses consistent with the Rural Activity Zone.
The consultant is to provide “supply” advice through a thorough investigation of the land that is currently suitable for the proposed land use and unencumbered by all aspects of the Hepburn Planning Scheme as well as State government Planning requirements. The consultant is to provide it’s “demand” advice thorough investigation of the current and historical economic markets and to provide detail in terms of areas of land required, the general location where it is required, and, where appropriate, specific locations of recommended land provision through re-zoning.
