This Expression of Interest does not represent a procurement process under the meaning of the Local Government Act 2020 or Council policy, it is being conducted to identify a potential values-aligned provider (or providers) of Commonwealth Home Support Programme (CHSP) that Hepburn Shire Council can recommend to the Commonwealth as a potential successor provider of home support and community-based services to the Hepburn community.
Hepburn Shire Council has made an in-principle decision to withdraw from delivering aged and disability services. If Council determines to transition out of its long-term role as provider of CHSP services to the Hepburn community it intends to make a without-prejudice recommendation on a suitable provider or providers to the Commonwealth, based on this EOI process.
Council does not have a role in Commonwealth decision-making however the Commonwealth will consider a recommendation for a values-aligned provider from Hepburn Shire Council. Council is not authorised to sub-contract services on behalf of the Commonwealth and any future agreement will be directly with the Commonwealth.
