Hepburn Shire Council is seeking submissions from suitably qualified contractors to work in Hepburn Shire to form a Panel of Suppliers (for wet hire of plant and equipment and selective works).
Council historically spends in excess of $5M on wet hire of plant and equipment and selective works, from multiple providers, each financial year.
Rates sought are for Labour, Plant and Equipment (wet) hire commencing 1 January 2024.
Suppliers will be engaged for, but not exclusively to:
• Truck cartage and haulage
• Earthmoving
• Mowing and slashing
• Vegetation management and removal
• Elevated platforms
• Light vehicles
• Plant and equipment used within parks and community landscapes.
Rates supplied are to be fixed until such time as:
• The Contractor notifies Council of their wish to withdraw from offering services,
• The Contractor notifies Council of an annual CPI increase, or
• The Contract period ends.
(Panel suppliers must notify Council of any annual increase in rates, no less than 1 month prior to the contract anniversary date. No increases will be accepted outside of this period.)
All rates are to be agreed to by Council as per clause 3.13.2.
Regardless of the rates supplied, Council may still seek:
• Prices to be fixed for part of or all of a package of works,
• Seek additional prices for other services or goods not supplied in the proposal,
• Undertake separate procurement processes, or
• Compare prices to other market rates or (alternative supplier) quotes.
Suppliers have no obligation to provide rates for goods or services that they deem to be outside of their core business (or that they are unable to provide). The preferred contractor, at their discretion, is not obliged to accept any package of works offered to them.
Prior to commencement of each awarded works package, the preferred supplier and the Council Representative will agree on the applicable scope.
A purchase order will be raised for the agreed rates (upon appointment), prior to the commencement of any package of works, in line with Council's Procurement Policy.
