Hepburn Shire Council is currently inviting tenders for the establishment of a Building Services panel. We are seeking reputable and experienced builders to provide a range of building works and services on an ongoing basis. The successful suppliers will form a panel from which Council may draw upon to fulfill various building and construction projects.

Council undertakes a variety of capital projects, including numerous smaller-scale projects for which building works are often below price thresholds for public tender procurement. Council is establishing this panel to maximise the competitiveness of procurement for builders in these circumstances. It is anticipated that works will be procured from the panel by means of competitive quotes, in accordance with the Hepburn Shire Council Procurement Policy.

Panel suppliers may be engaged to undertake a range of short, medium, and long-term projects subject to availability, schedules of rates, skills, and knowledge of the specific project. Projects will be allocated to approved suppliers based on skill level, expertise, and availability, and there is no guarantee of projects being allocated to an approved supplier.


Council will appoint a maximum of seven (7) members to this panel. This capacity has been set to ensure all panel members have adequate opportunity to provide goods, service and/or works during the term of this agreement. The Term of the Agreement is three (3) years plus an optional two (2) year extension period with an annual pricing review.
