Tender Details
Horticulture Innovation Australia (Hort Innovation) is a not-for-profit, grower-owned Research and Development Corporation (RDC) for Australia’s $9 billion horticulture industry. Hort Innovation invests around $100 million in research and development (R&D) and marketing programs annually to provide benefit to industry and the wider community.

Hort Innovation is seeking a suitably qualified, experienced and capable delivery partner for the project: Regulatory support and co-ordination (MT17019).

Due to the complexity of domestic and international pesticide regulation, Australian horticultural industries need to be kept aware of any developments in regulatory oversight and provided with an opportunity to consider and develop responses to issues arising from actions proposed that impact on grower ability to access and use needed pesticides.

The objectives of the services are to help Hort Innovation to cover four main areas relating to pesticides, their use and regulation:
1. Plant Protection product access: Pesticide re-consideration: develop responses to chemical reviews (domestic and international), engage with and provide industries advice on potential actions and the possibility of maintaining access, including any problematic data gaps. This would also include having input into industry Strategic Agrichemical Review Processes (SARP) in regards to Codex Maximum Residue Limits (MRL's) and identifying new technology through participation at Codex and providing regulatory guidance relating to alternative technologies such as new pesticides, gene manipulation or biocides.
2. Compliance: International and Domestic standards: Inform Hort Innovation and industries they represent of potentially relevant changes in international standards that have the potential to impact market access, provide technical input and outline data required to support applications to establish Codex MRLs. Through this project the service provider would seek to ensure through their involvement at the CCPR, that Australian pesticide use patterns are considered in the development of international standards and that where data is submitted it is of a suitable standard.
3. Regulatory engagement: Act as a resource for horticulture industries with regard to pesticide regulation, technical input at a federal and state level in regard to decision making and policy development regarding minor use.
4. Communication - Keep Hort Innovation and the horticulture industries they represent informed of any developments and provide appropriate responses to any issues that may arise.

Hort Innovation has prepared a Request for Proposal (RFP) document that provides background information, outlines the scope of services, the procurement process and the information required from interested parties.
