Request for Proposal: MT24015 - One Survey for vegetable, onion and potato levy funded projects
Horticulture Innovation Australia (Hort Innovation) is a not-for-profit, grower-owned Research and Development Corporation (RDC) for Australia’s $16.3 billion horticulture industry. Hort Innovation invests around $154 million in research and development (R&D) and marketing programs annually to provide benefit to industry and the wider community.
Hort Innovation is seeking a suitably qualified, experienced and capable delivery partner for the project: One Survey for vegetable, onion and potato levy funded projects (MT24015).
The objectives of the services being sought are to:
1. Evaluate the effectiveness and efficiency of current M&E methodologies used to survey across vegetable, fresh potato, processed potato, and onion levy-funded R&D projects.
2. Develop and test a proof-of-concept for a standardised and streamlined M&E approach, including a unified M&E survey instrument.
3. Develop recommendations for the effective implementation of a unified survey approach.
Once feasibility is determined and the project progresses to the implementation phase:
4. Enhance industry and R&D decision-making and progress evaluation by:
a. Consolidating survey efforts to reduce grower burden
b. Providing high-quality data to measure farm practices and track progress toward key industry RD&E investment goals
c. Leveraging this information via a centralised data repository and informing evidence-based decision making within industry
Hort Innovation has prepared a Request for Proposal (RFP) document that provides background information, outlines the scope of services, the procurement process and the information required from interested parties.
Hort Innovation requests as part of this RFP that proponents submit two quotes, one for the completion of a feasibility report and accompanying presentation, and the second quote which includes the completion of a feasibility report, accompanying presentation, along with the implementation phase which includes implementation of the preferred recommendation to undertake one survey annually.
