The Fairtrade project is funded by the European Union (EU) and implemented by the Pacific Community (SPC). The project is part of the EU’s “Accompanying Measures Sugar Protocol (AMSP)”, put in place to prepare specific ACP countries, including Fiji, for the withdrawal (September 2017) of preferential access to the EU market, from which they benefited in the past.
The Fairtrade project is one of several AMSP projects currently on-going in Fiji; it specifically targets increase in cane production and sugar sales on the Fairtrade market.
The Fairtrade Project became operational early 2016, runs till December 2018 and has a budget of Euro 1,500,000. The objective of the project is to promote income generation through sugarcane farming and alternatives. The project has two Results. Result 1 focuses on reaching
and servicing Fairtrade sugar markets and Result 2 on development of integrated farm advisory services for cane farmers. This RFP is in support of Result 2, which among other activities aims to develop GIS management tools for the Fiji Sugar Corporation (FSC) and the Ministry of Sugar Industry (MoSI).
The MoSI is developing the Fiji Sugar Portal, a GIS application providing information on individual sugarcane farms.
To facilitate the Portal to become fully operational the following is
envisaged: purchase of sub metre resolution image data of the sugarcane belt (3127 km2) for processing and mapping and obtaining stereo image data for Digital Terrain Model (DTM) creation and a ground control point survey. This will produce the base layer for MoSI’s field data
acquisitions
