EDF10 ACP EU Building Safety and Resilience in the Pacific (BSRP) Project implemented by the Pacific Community (SPC) and funded by the European Union (EU) is supporting the construction of the Nauru National Emergency Service (NES) Office Complex.
The NES had been established by the Government of the Republic of Nauru through Cabinet decision 197/2015 of 11/5/2015. NES would bring together essential warning and response agencies namely:
o Meteorology
o Disaster Office
o Fire
o Ambulance and
o Life Guard.
The decision warrants the construction of a new office complex given the peculiar functions of planning and coordination of disasters, as well as the protection of weather forecast instrument.
The detailed design of the complex has been completed and will have two stories with the ground floor to be occupied by the Meteorology Office and the top floor occupied by the National Emergency Operation Centre (NEOC) and other management offices. The weather monitoring equipment will be installed at the back of the complex. The site is being leased by government from the landowners at the junction to Buada and the Regional Processing Centre (RPC) at Topside.
Works for the construction of Nauru National Emergency Services Complex is documented and programmed to be carried out in 2 Phases by the Government of Nauru. However, this RFP (18/045) is calling for proposals for works relating to Phase 1 only hence bidders are to submit Technical and Financial proposals for Phase 1 only which is for the construction of the ground floor of the complex as per the Scope of Work (Appendix XII). The Phase 2 or the construction of the second floor and roof of the office block inclusive of all fixtures and fittings and all services relating to it will be carried out at a later date by the Government of Nauru.
Due to the absence of a Technical Agency of the Government of Nauru, a Construction Supervisor has been recruited by SPC to oversee the construction and to ensure compliance with the scope of works, design, specifications and with international best practices.
