The European Union (EU) - North Pacific - Readiness for El Niño (RENI) project is about communities working to secure food and water resources ahead of drought. The three-year (2017 - 2020) project is funded with € 4.5 million from the EU and implemented by the Pacific Community (SPC) in collaboration with the governments and peoples of the Federated States of Micronesia, Marshall Islands and Palau.
SPC is seeking consultancy services to assist with the third output of the RENI project, namely planning measures to support readiness for future El Niño events. Against the background of RMI's strategic plans and national disaster risk management plans, this consultancy will prepare an atoll-specific disaster risk management plan, that includes drought conditions - but is not limited to drought conditions, for Ailuk Atoll, a rural environment. (Santo-Kwajalein is not included in this consultancy since the Kwajalein Atoll already has a specific disaster risk management plans). Following the preparation of the disaster risk management plan for Ailuk, a model atoll disaster risk management plan is to be prepared that can be applied to the other atolls in the future. The preparation of these plans will require a consultative and participatory process in the Marshallese language with the residents of Ailuk, so as to prepare "living" plans that can inform behaviours and build resilience before, during and after disaster events. All plans will be in English and in Marshallese.
