The Pacific Community (SPC) would like to invite interested qualified bidders to submit quotation to provide consultancy services relating to review of SPC Country Presence and Options for Decentralisation.
Scope of Work
• Prepare a background report of the current SPC structure and configuration with an analysis of the benefits and costs of the current arrangements and operating environments.
• Based on this analysis and online consultation with all member states and development partners, present various modalities/options for country presence and decentralisation for consideration by the SPC Management team. It is expected that a clear criteria is provided for comparing the options and decision making. The key criteria for decision making will be based on the cost-benefit profile of the option(s). A formal CBA is not expected in this phase.
• Identify the suitable range of teams/services/division that could be decentralised and potential destination(s) with benefits and costs for each option and likely implications for staff and their families, together with implications for SPC being able to attract and retain quality talent in any proposed destinations. This should also consider the ability of the potential option to be able to adequately cater to the needs of staff members vis-à-vis what is currently provided in present locations.
• Provide options on the optimal structure that will take into account the investment being made in programming and integrated programming to allow SPC to improve our programmatic responses to members.
• From the list of possible options, make a recommendation on a few examples worthy of serious review and consideration.
