Tender Details
The Pacific Islands Emergency Management Alliance (PIEMA) was established in 2013 and is a coordinating mechanism that engages directly with Pacific countries to improve resilience and create 'excellence in emergency management for safer Pacific communities'.
One of the main activities PIEMA will support over the next 12 to 18 months is the development of the Strategic Roadmap for Emergency Management (SREM), with action plans for up to 12 Pacific Islands Countries.
The main objective of Consultancy Services (hereafter the Consultant) under this Terms of Reference is to develop Strategic Roadmap for Emergency Management (SREMs) and Action Plans in up to 12 Pacific Island countries that identify prioritised actions to build coordination and capacity amongst emergency responders.
The priority activities of the Consultant would consist of the following Parts:
Part 1
Develop a costed methodology plan for undertaking the development and finalisation of SREMs and Action Plans in up to 12 Pacific Island countries. The methodology should be participatory and include a rationale for country prioritisation (tiered approach), resource allocation, timeframes, stakeholder map and engagement strategy that encourages local ownership. Inclusion of gender and social protection in SREM development is key.
Part 2
Conduct workshop with relevant SPC project staff in Building Safety and Resilience in the Pacific (BSRP), PIEMA and those countries that have undertaken the SREM process to better understand and document the SREM process including identifying lessons from previous SREM development work that can be incorporated into future work.
Part 3
Undertake the mid-term review of the Niue SREM with a view of using lessons to inform development of future SREMs.
Part 4
Undertake development and finalisation of SREM and action plan in up to 12 Pacific Island countries over a period of 18 months. This work is to be done in partnership with PIEMA project staff and representatives from PIEMA members in-country to ensure local ownership.
Part 5
At the finalisation of all SREMs and action plans, develop a regional level SREM and action plan to inform PIEMA project of possible regional activities that can supported to address interoperability and regional coordination.
