Communications Support - Building Safety & Resilience in the Pacific Project (BSRP)

Scope of work
The Consultant to work alongside the BSRP team to supply the following services:
• Effectively manage and coordinate BSRP external and internal communication activities (in collaboration with the BSRP Project Managers, BSRP Country Officers and GEM Communications Advisor) to a range of external audiences using a variety of strategies, mediums and materials in order to raise awareness of the BSRP project and support external advocacy around disaster risk reduction and climate change adaptation issues. This includes:
o working with participating countries to support implementation of their visibility plans and distribution of effective disaster awareness campaigns and materials.
o developing and publishing media releases, stories, documentaries, website and social media content, and other materials.
o developing relevant project snapshots in conjunction with the graphic designer focused on project outcomes.
o disseminating monitoring and evaluation data and reports.
o liaising with printing teams to ensure timely delivery of materials.
o ensuring communications and visibility activities meet donor expectations.
• Support the research of technical information on disaster resilience and climate change adaptation at regional, national and subnational levels for evaluation, proposal and publication purposes.
• Support the BSRP team and stakeholders to use data to maintain a focus on delivering quality results throughout the Pacific region, and draw on monitoring and evaluation activities to inform communication and visibility activities and meet BSRP reporting requirements.
• Assist with the coordination of BSRP events and related communications/visibility activities, including handover ceremonies and regional meetings.
Tenderers that have the following skills or can demonstrate a high-level capacity and desire to acquire and apply new skills and knowledge quickly are encouraged to apply.
• Bachelor degree in communications or a related field. Holding a post-graduate qualification is an advantage.
• Demonstrated understanding and experience in Pacific development. Experience working in disaster risk reduction or climate change adaptation is an advantage.
• Experience working in Pacific Islands countries and/or territories, with a working knowledge of the Pacific region. Having a working knowledge of another Pacific language is desirable.
• At least 4 years' experience in communications for donor/grant-funded programs.
• Demonstrated ability to be a team player with a 'can do' attitude, creativity and aptitude for problem solving to achieve planned objectives within tight deadlines.
• Excellent engagement and communication skills (oral and written) in English, including delivering of high quality, user-focused reporting, and mastering, compiling, summarising and communicating new material quickly.
• Understanding of (especially political) advocacy, public relations and how to run a news agenda an advantage.
• Desirable if applicant can demonstrate an understanding of production principles and practice for video and radio; and has:
o broadcast, video production skills and/or page layout skills.
o proficiency in software related to layout, design, databases, and web design.
