You are requested to submit a comprehensive proposal for the supply of energy efficient appliances under the Protecting islands through Learning and Leading in Adaptation and Renewable energy Education programm (PILLAR-ED) FSM project as funded by the European Union (EU), Component 1 of the EU-GIZ Adapting to Climate and Sustainable Energy (ACSE) Programme.
On average, 37.6% of schools in the Federated States of Micronesia (FSM) have access to electricity. In 2009 the FSM education sector spent US$4,789,855 on other current expenditures, it is likely a significant portion of these running costs went to energy, either for electricity or transport to isolated schools1. The FSM Strategic Development Plan 2004-2023 states that, "on most islands, schools have no electric power or running water and available water is of poor quality2".
The PILLAR-Ed has the objective to increase the resilience of communities to climate change impacts and contribute to sustainable development by increasing awareness and use of sustainable energy options.
One of the specific outcomes of PILLAR-Ed is to increase use of sustainable energy measures, where feasible, in schools in the FSM. To this effect energy audits at four selected schools in Kosrae State; Malem Elementary, Tafunsak Elementary, Lelu Elementary and Kosrae High School were selected to participate in preliminary energy audit and detailed audit. Kosrae High School (KHS) was selected for a detailed study because of the greater total energy spend and the broader range of activities undertaken at the school.
The Energy Audit was carried out in May 2018 and report provided recommendations for the energy efficient appliances to be replaced in the four schools. The Energy Audit Report provided the number of air condition and lightings to be replaced and the opportunities for energy savings and therefore money saved including greenhouse gas emission reductions.
In September 2018, the ACSE team visited the remaining Kosrae schools not included in the Energy Audit to ascertain the number of inefficient appliances to be replaced. These schools are Utwe and Sansrik that were not included in the Detailed and Preliminary Audits however the FSM National government recommends that all schools should be efficient and all to be included in the energy efficiency retrofitting. The brief walk through audit was carried out to count the number of inefficient lights and air conditions in two remaining schools. The recommendations from these walk through
audit is included in the proposal. One school in Kosrae State, Malem is excluded due to the extensive
renovations to be done by DOE Kosrae.
