The Pacific Community (SPC) is an international organisation established in 1947. Its headquarters are in
Noumea, New Caledonia, with other offices in Fiji, Federated States of Micronesia and Solomon Islands. SPC
has 26 member countries and territories including its founding members, Australia, France, New Zealand
and the United States of America.
SPC offices in Fiji are located at the following locations:
1. Nabua Campus - 3 Luke Street Nabua.
2. Mead Road Campus - 241 Mead Road, Nabua.
3. Lotus Campus - Level 1 and 2, Lotus Building, Nabua.
4. Narere Campus -Beaumont Road, Narere.
As part of SPC’s core function, it provides technical and developmental assistance to its member countries
which requires organising of workshops (consolidated term for Conferences, Meetings and Trainings for
this RFP). At an average, the total number of workshops organised per year by SPC is detailed in 1.1 below.
Together with the hire of the venue SPC also normally require, rooms for accommodation of participants,
workshop venue set up, internet services, and printing services, catering services and PA systems from
accommodation service providers where all of these services are available.
SPC intends to appoint its Preferred Hotel Service Providers for Fiji to provide required services mentioned
in part C and D of this annex for 3 major categories of Workshops that happens in Fiji during the year;
1. SPC Business (Average 3 days in duration)- minimum 2-25 participants
2. Regional Meetings (Average 5 days) –minimum 26-50 Participants
3. Regional/International/Ministerial Meetings (Average 5 days) – 51-100 Participants
Some of the Locations (but not limited to) where SPC holds Workshop and looking to appoint preferred
hotel service providers from are as follows:

3. Coral Coast
4. Denarau
5. Lautoka
6. Nadi
7. Rakiraki
8. Nausori
9. Labasa
10. SavusavuThe appointed preferred supplier/s is expected to provide a quotation and upon issuance of an official SPC
purchase order be able to promptly deliver in Fiji, the requirements at a price, which provides SPC the best
value for money for every procurement made with the preferred supplier.
Preferred Supplier Agreement’s (PSA) will be awarded to the successful contractor/s for up to one year
at the discretion of SPC and renewed for another three years subject to Contractors performance
which will be assessed on a yearly basis and the review and verification of costs against the market
rates which will also be carried out on a yearly basis. The contract/s will be awarded, through a
competitive selection process, to the supplier/s that can clearly demonstrate through a written
response to this Procurement Specifications a high level of experience, professionalism, ability,
competency and best practice in providing the services as per the Scope of Services below (Part D)
