Consultancy to finalise the final Narrative Report for Rural Access Road and Associated Infrastructure (RARAI) project

The project has been concluded and a Final Narrative Report needs to be urgently compiled and
submitted to the EU Delegation for the Pacific by the end of the next two-week period. A semicompleted Narrative Report has been prepared and however, significant works in terms of progress
and information on the rehabilitation and maintenance works including the results area needs to be
completed.
The scope of work to complete this work would be for an Independent Consultant to:
1. Meet with staff from SPC’s sugar project unit for a briefing.
2. Obtain a thorough understanding of the project by reading the existing RARAI Final Report,
Steering Committee Reports, Progress Reports and Annual Reports and Procurement
Documents, Road Engineers Assessment reports, the End-of-Project Impact Study and the
Description of the Action (project documents).
3. Hold further meetings with SPC to clarify issues encountered during the background reading.
4. Accompany SPC Staff to a meeting with the relevant government ministry to discuss and obtain
the outcome for the draft skeletal report for the RMMS document which will help in
summarising the maintenance efforts of the project and capture the effort in the results section.
5. Complete drafting the final Narrative Report using the EU required format that is following the
logical framework order and information completed in the Draft Narrative Report. The financial
report will be provided by SPC, that will be integrated with the Final Narrative Report.
