Provision of disaster risk management advice.
The Pacific Islands Emergency Management Alliance (PIEMA) was established in 2013 as a coordinating mechanism that engages directly with Pacific countries to improve resilience and create excellence in emergency management for safer Pacific communities. PIEMA represents a partnership with key organisations and emergency management agencies – the National Disaster Management Offices (NDMO), Police, Defence Forces and Fire and Emergency Services. Technical advice and support is provided by the Pacific Community (SPC) and partners such as National Council for Fire and Emergency Services in Australia and New Zealand (AFAC). SPC is seeking to recruit a consultant to assist the Project Manager in the delivery of the PIEMA project through direct support and provision of strategic advice. Specifically, the consultant will:
1. Assist the Project Manager to implement the PIEMA project with strategic advice in line with the guidance provided in the PIEMA Strategic Agenda 2020 and related frameworks.
2. Review activities identified in the national and regional Strategic Roadmap Emergency Management (SREMs) and provide advice on implementation strategies.
3. Work with Project Manager in providing advice on strategies to implement the findings and recommendations of the PIEMA project Mid-Term Review (MTR) finalised in March 2021.
4. Advise the PIEMA project team on implementation strategies for the PIEMA Gender Equality and Empowerment Strategy and Learning Pathways.
5. Working with the Project Manager, develop a concept note for the next phase of the PIEMA project-based drawing on (but not limited to) current project design document, project reporting, results framework, MTR report, internal and external consultations, and future funding opportunities in SPC.
6. Provide advice and support to Project Manager, PIEMA project and team and PIEMA agencies across the Pacific, when required, on aspects relating to specific project-related work or disaster risk management in the context of the Pacific.
7. Assist the Project Manager with internal and external reporting requirements in an accurate and timely manner.
8. Maintain collaborative working relationships with SPC staff, external partners, PIEMA agencies in member countries and other stakeholders to ensure timely and effective delivery of project requirements.
