Experienced plumbers (water supply technicians) are required to ensure quality, compliant and efficient water system construction works under the Kiritimati Island Water Project, and potentially other water supply SPC projects in Pacific island countries. A Preferred Supplier Agreement (PSA) will be established with Preferred Service Providers (PSPs) deemed suitable to be technical leads of the water system upgrades on Kiritimati Island, and other islands as needed. This RFP screening process will enable SPC to work with PSPs and tailor ToRs to best align PSP capacity to meet project needs. Multiple contracts can be drawn from each PSA over the course of the project.
PSPs will be required to:
- Provide technical advice on water system infrastructure design, construction methodology and procurement, including advising on BoQs and tender documents
- Lead the technical components of water system construction works, from mobilisation to commissioning, to ensure correct, compliant, quality, timely and efficient installation
- Work with and build capacity of local labour groups
- Provide technical training and capacity building to local stakeholders in areas applicable to the scope of work and the PSP’s expertise.
- Facilitate clear communication between stakeholders
- Promote occupational health and safety protocol
- Provide regular reports to MLPID, SPC and designated supervisors updating on progress of works
- Actively apply best practice, record lessons learned and seek opportunities for improvement
- Provide technical advice to the preparation of as-constructed drawings for water supply infrastructure.
Note that the services listed above may be extended to other projects and Pacific island countries where SPC operates, should there be a clear fit between the PSP’s skills/experience and project needs.
PSPs can be individual consultants, or organisations with one or more experienced technicians who can be deployed to site and access institutional knowledge and support services.
