The goal is to ensure that the technical officers for Papua New Guinea, Federated States of Micronesia and Cook Islands have access to an extended continental shelf UNCLOS Article 76 software and that they have adequate technical skills to be able to interpret the ECS submissions and analysis prepared by the Consultant. The technical officers should be able to provide justifications in preparation of comprehensive submissions for the continental shelf's outer limits beyond 200 nautical miles, aiming for a successful recommendation by the Committee on the Limits of the Continental Shelf (CLCS) based at the United Nation Division on the Law of the Sea.
