Phase 1 (RFP) – Vessel design and construction support during the construction of the SPC PRV & Phase 2 (EOI) – Post construction Vessel management services
SPC will undertake this specific procurement using a phased approach:
1. Phase 1 (Professional Services for Vessel design and construction support): SPC invites qualified bidders to submit tenders for professional services to assist in the design and construction of the Vessel. This phase focuses on design finalisation, technical support, and monitoring throughout the construction process.
2. Phase 2 (EOI for post-construction Vessel management services): SPC invites qualified bidders to submit an EOI for Phase 2, which involves Vessel management services after the Vessel is constructed. Once Phase 1 commences, SPC will issue a closed RFP to the shortlisted bidders from the EOI process. This RFP will contain a more detailed Statement of Requirements (SOR) for the ship management services that are required.
Bidders are strongly encouraged to submit proposals for both Phase 1 and Phase 2. While selection for Phase 2 will involve a separate RFP process to provide more defined and final ToRs, it is favourable that the successful bidder for Phase 1 is also selected for Phase 2, provided they demonstrate satisfactory performance during Phase 1.
