The EU, MFAT and DFAT funded Kiritimati Island Water & Energy Projects are being implemented by The
Pacific Community (SPC) in partnership with the Ministry of Line and Phoenix Islands Development (MLPID)
and other Government of Kiribati (GoK) stakeholders. The program commenced in mid-2020 and will
continue through to mid-2027. Construction work under the water project has commenced and electrical
construction works are due to commence in early 2026.
The program’s infrastructure scope involves the construction/installation/rehabilitation of:
Water project
- Groundwater infiltration galleries
- Transmission pipelines
- Water reticulation networks, including household connections
- Solar, wind and electric pumps
- Ground level and raised storage tanks
- Transfer pumps and pump control systems
- Flow meters, gauges, valves, switches and meter boxes
Energy project
- Solar PV systems, including footings and frames
- Battery energy storage systems (BESS)
- Powerhouse structures.
Local casual labour is required to assist with the above works and associated efforts such as construction
of storage facilities, fencing, offloading/relocating materials, preparation of concrete anchors and marker
posts, meeting preparations, cleaning, painting and more. Enumerator services will also be required
(SPC will perform the necessary training) for data collection via surveys for distributions, monitoring,
evaluation and other activities such as water/energy audits and GEDSI assessments.
Workers will be encouraged to participate in capacity building and training activities, where applicable.
More than 20 casual labourers may be required at any one time throughout the project. SPC has a
relatively small project office on Kiritimati and does not have the capacity to recruit, manage and
administer casual labourers on a one-by-one basis. Hence SPC is seeking one or more Staffing Agencies to
outsource these tasks to, while retaining access to a dedicated and active workforce.
