SF25/5801 - Bexley Depot - Fuel Tanks and Bowsers Replacement
Bayside Council operates fuel bowsers with three underground fuel tanks at Bexley Depot. In July 2023, soil and groundwater tests showed signs of oil contamination, which suggests the tanks may be leaking.
To address this, council is planning a full remediation and upgrade of the site. This includes:
- environmental approvals,
- removing the old tanks and infrastructure,
- cleaning up the contaminated soil, and
- installing new fuel systems.
The project also involves updating electrical and water services, putting in new monitoring wells, and restoring the site with new surfaces, signage, and safety features. On completion, the contractor will provide training, documentation, and ensure the site meets all environmental and safety standards.
Desired Outcomes
- Full remediation of contaminated soil and groundwater to meet EPA standards.
- Safe removal and disposal of existing underground fuel tanks and associated infrastructure.
- Installation of modern, compliant fuel dispensing systems with integrated monitoring.
- Restoration of the site with improved surfaces, signage, and safety features.
- Delivery of a fully operational, environmentally compliant fuel facility.
- Provision of training and documentation for Council staff.
Nice-to-Haves
- Minimisation of disruption to depot operations during construction.
- Minimisation of disruption to nearby residents during construction.
Conditions & Warranties
- Defect liability period post-completion.
- Warranty on all installed equipment and systems.
- Contractor to maintain appropriate insurances including public liability, environmental liability, and workers compensation.
- Compliance with all relevant Australian Standards, EPA guidelines, and WHS regulations.
