BSC5033 - Expression of Interest - Lease and Operation of the Ballina Shire Council Tip Shop
The tip shop facility to be offered for use under a license agreement is located within council’s Ballina Resource Recovery Centre which is classified as operational land.
As such, there is no legislative requirement for council to conduct a formal procurement process to engage a lessee to operate the tip shop.
However, to assist with transparency and probity, the following two stage procurement strategy will be conducted:
Stage 1. A publicly advertised Expression of Interest (EOI) will be conducted inviting responses from suitably qualified and experienced registered charities, not-for-profit community service organizations and benevolent profit-for-purpose organisations. Responses will be evaluated to select a shortlist of preferred organisations to participate in.
Stage 2. The shortlist of organisations will be invited to make written submissions outlining how they meet the mandatory criteria and their capacity to perform tip shop operations.
It is anticipated this will consist of either of the following:
• Direct negotiations with a single preferred eligible organisation if their Stage 1 EOI evaluation score is superior in comparison to other organisations; or
• A selective procurement process seeking written submissions from a panel of eligible organisations, on a draft license agreement and further weighted and non-weighed evaluation/response criteria.
