T-2025-1459. Water Treatment Plant Capacity Expansion - Green Square.
The City of Sydney (the City) invites Tender submissions for the carrying out of a Water Treatment Plant Capacity Expansion at Green Square, in accordance with this request.
Background:
The Green Square Water Reuse Scheme (GSWRS) is designed to generate 900 kilolitres per day (KLD) of recycled water and has been in operation since 2018. It supplies the Green Square Town Centre and beyond, using water from a stormwater culvert in Zetland Avenue. In 2023 the GSWRS delivered 132,743 kilolitres at an average of 364 KLD. The GSWRS's water treatment plant (WTP) is housed in the former South Sydney Hospital building at 3 Joynton Avenue, Zetland.
A 2022 capacity test indicated a potential maximum output of 614 kilolitres per day. As the City expands the recycled water network beyond the Green Square town centre, the average projected demand has risen to 1,000 KLD, peaking at 1,250 KLD. The plant's capacity has recently been increased to around 800 KLD. Additional equipment and process changes are now needed to achieve the 1,250 KLD peak.
Project Objectives:
- Implement (supply and install) the detailed design per the tender drawings
- Automation and control per the functional description and technical specification
- Commission and verify plant performance following implementation of the upgrades
- Provide as-built information and documentation for the upgraded water treatment plan
Scope Exclusion:
- The portion of the rising main west of Joynton Avenue and associated pump well infrastructure is not in scope. This exclusion is noted on the tender drawings and functional description.
