T-2025-1440. Construction Contractor - Goulburn Street Parking Station Whole Structure Remediation.
The City of Sydney ("the City") invites Requests for Tender for the carrying out of multi-storey carpark and rail corridor remediation works for the Goulburn Street carpark remediation project in accordance with this request.
Background:
The Goulburn Street Carpark is a multilevel commercial carpark located above the rail corridor comprising the City Circle rail network. Constructed in the early 1960s, its distinct design exemplifies the popular Brutalist architectural style of that era.
The carpark is located at 101 Goulburn Street, Haymarket NSW 2000, occupying the full block between Goulburn Street to the north, Elizabeth Street to the east, Campbell Street to the south and Castlereagh Street to the west. Vehicular entrance and exit are via Goulburn Street, and there is another exit into Castlereagh Street near the building's north-west corner.
The carpark comprises 750 car spaces. Council currently has a ground lease over the land with approximately 36 years remaining. The car park is not a listed heritage item and is not located within a Heritage Conservation Area. On its southern side, it is adjacent the State-listed heritage Central Railway Station group including buildings, station yard, viaducts and building interiors'.
Site investigations and condition assessments have identified a need for extensive structural remediation to repair the Goulburn Street Carpark structure and implementation of a maintenance program to achieve compliance with the remaining period of the lease.
Project Scope:
The purpose of works under the Contract is to repair multi-storey carpark, facades and rail corridor structure to its as-built condition for the safe operation and maintenance of the facility for the remaining lease period of approximately 36 years.
The contractor will be responsible for managing delivery of remediation works within an operational carpark environment ensuring work practices that minimises disruption to the carpark and rail corridor operations.
It is anticipated that the project will be completed in multiple stages to allow the Goulburn Street Carpark to remain in operation throughout the works. The Principal Contractor will develop work methodologies, site management plan for staging works, traffic management plan and other documentation to minimise disruption to the carpark. Goulburn Street Carpark must remain accessible, operational and unimpeded access must be provided to the building entries and fire exits, including any existing disabled access.
