PCC25/26-130 - Household/ doorstep collection of problem waste
Council is seeking to engage a suitably experienced contractor to provide mobile collection services for household problem waste items such as soft plastics, clothing and textiles collected directly from the households of residents of Penrith (not commercial operators). Council intends to enter into a 1-year agreement with the option by Council to extend 1 year, by agreement.
Recent reports received indicate approximately 1800 x 20L bags are being collected per month (Oct 2025) from households across the Penrith Local Government Area.
• Increasing tonnage diversion from landfill whilst ‘maximising’ re-use opportunities
• Delivering a ‘high-quality service’ for residents in the Penrith LGA
• Giving Penrith residents the ability to access recycling services for household problem waste items which cannot be recycled through current kerbside collections such as soft plastics, e-waste and textiles.
• Providing convenient disposal options for Penrith residents to recycle problem household waste items. utilising existing drop-off locations within the LGA such as the Community Recycling Centre (CRC) and Textile Recycler's Australia.
• Document the total tonnage removed from the waste stream as a result of collections.
• Collection and processing of batteries, CDs and DVDs, light globes, e-waste (mobile phones and other small accessories), and other problem waste items such as soft plastics from Council facilities including Council's libraries and the Council office space at 601 High Street Penrith.
• Preferred recycling partners of the contractor would be located within 30km of 601 High Street Penrith, where possible.
• Contractor would be able to provide evidence of partnerships or agreements with recycling partners.
• Eligible contractors will provide detailed explanations (including but not limited to: name of processor, location, reuse or recycling practices, end stream products created) with proof of processors used for each waste stream collected and second hand/ resale markets sold to where not determined by Council - both overseas and within Australia.
• Eligible contractors will provide evidence of a formal agreement with a partner recycler for the processing of soft plastics.
