Design and Construction of Prefabricated Staff Housing
Design, supply, delivery, and installation of prefabricated staff housing for Pormpuraaw Aboriginal Shire Council. Housing must be durable, and suitable for remote community conditions, providing comfortable, low-maintenance accommodation for staff.
Design:
• Prepare detailed prefabricated housing designs including floorplans, elevations, and technical specifications.
• Ensure compliance with the NCC’s Liveable Housing Design Standard, Queensland Development Code.
• Engage a Building Designer and RPEQ engineer for structural certification.
• Provide documentation for approvals, including all relevant local authority permits where required to satisfy the Building Certifiers requirements.
Supply and Fabrication:
• Manufacture prefabricated dwellings in accordance with approved designs and specifications.
• Use materials that are durable, low maintenance, and suitable for high occupancy turnover and remote climate conditions.
• Exposed Steel – Galvanising
o All steel exposed to the weather shall be hot-dip galvanised (AS/NZS 4680). This applies to post footings, patio beams and columns, balustrades, handrails, brackets, and any exposed fixings.
• Any cutting, drilling, or welding on site must be repaired with a zinc-rich coating. Steel shall be delivered free from surface defects, sharp edges, or uncoated areas.
• Include fixtures, fittings, and finishes appropriate for long-term use in a staff housing context.
Delivery and Installation:
• Manage transport of prefabricated units to Pormpuraaw, including all relevant transport permits and piloting where required.
• The tenderer will make allowances for the following
o Foundations, footings, and connection to existing services (water, sewer, power, stormwater).
• The tenderer must make allowances to source concrete from PASC’s batch plant – please refer to PASC’s website for 25-26 Fees and charges
• Council will provide accommodation with appropriate notice to be provided
• Install dwellings, ensuring proper weatherproofing, structural connections, and compliance with safety standards.
• Commission all utilities and services.
Handover and Certification:
• Provide all necessary building and service certifications, including Certificate of Occupancy.
• Provide as-built documentation, operation manuals, and warranties.
• Ensure dwellings are fully habitable, clean, and ready for occupation upon handover.
Site Requirements:
• 17 Yalu Street Lot 17 SP276848: Duplex – 2 x 2-bedroom prefabricated dwellings
• 27 Matpi Street Lot 27 SP241320: Duplex – 1 x 2-bedroom and 1 x 3-bedroom prefabricated dwellings
Minimum Building Design Requirements and Optional Requirements:

• Fencing to property frontages (if required)
• Internal access paths, garage and driveway connections
• Laundry pathway to clothesline and supply of ‘T Bar’ clothesline
• Landscaping
Work Not Included in this Specification.
The following work is not included in the Contract and will be carried out after or concurrently by others:
• Furniture and equipment (loose), e.g.: tables, seating, refrigerator, microwave, etc.
• Communal areas
• Bicycle parking
• Bin enclosures and bin collection area
• Security lighting
• Security cameras.
