RFT250120 - Construction of Blackwater Recycle Water Pipeline Stage 2 Valve Stations
Central Highland Regional Council is seeking suitably qualified and experienced contractor for the construction of Blackwater Recycle Water Pipeline Stage 2 valve stations.
Key Deliverables are
- Site establishment and disestablishment on site.
- Preparation and implementation of management plans
- Site clearance
- Construction of reinforced concrete bases to Purple Tanks and Boundary Valve Stations
- Supply and installation of pipe specials at Purple Tanks and Boundary Valve Stations
- Installation of free issued valves, water meters at Purple Tanks and Boundary Valve Stations.
- Supply and installation of sheds at Purple Tanks and Boundary Valve Stations
- Tie into existing pipeline
- Site reinstatement

Workplace Health and Safety:
Central Highland Regional Council is committed to providing a healthy work environment, by eliminating environmental tobacco smoke for all persons who work in or are exposed to a workplace or workplace activity and by encouraging smokers to stop smoking.
The Contractor has an obligation to take all practicable steps to ensure the WHS of its employees, sub-contractors and their employees and other people (not employees) who may be affected by the Contractor’s work practices. The Contractor has an obligation to consult, cooperate and coordinate activities with all other persons who have a duty in relation to the same matter, namely Central Highland Regional Council.
The WHS management system of the Contractor must be the minimum requirement to demonstrate compliance with all duties of an employer specified under legislation. The Contractor must submit with the tender a sample copy of the following that demonstrates the Contractor has a WHS management system suitable for this contract:
• WHS policy and objectives
• Organisational structure and responsibilities
• Certificates of competencies and licences related to the contract
• Relevant risk assessments and controls; relevant safe working procedure
• WHS training and induction processes and records
• WHS inspections and auditing procedures
• WHS consultative processes, and
• Incident reporting and investigation procedures; and performance monitoring mechanisms.
Personal Protection Equipment
The health and safety of Central Highlands Regional Council staff and its contractors is of prime importance to Central Highlands Regional Council, and is demonstrated in a number of ways including ensuring appropriate PPE attire is provided and worn.
Safety vests and safety boots will be worn, at all times, at work sites. Additional personal protection equipment may be required, as directed by Central Highlands Regional Council’s site representative.
