Central Highlands Regional Council (CHRC) has 3 departments: Operations, Corporate Services and Communities, all reporting to the Chief Executive Officer (CEO). Within the Operations department, the following functions operate:
- Infrastructure.
- Strategic program Delivery and Asset Management.
- Water Utilities.
- Emergency Management and Community Safety.
- Parks and Open Spaces.
Within the Strategic Program Delivery and Asset Management team, the Manager of Strategic Program Delivery and Asset Management is responsible for 5 direct reports as follows:
- Major Project Manager
- Project Officer – Program Development
- Project Officer – Funding and Subsidies
- Coordinator Project Management Office Business Support
- Coordinator Strategic Asset Management.
The Major Project Manager is responsible for 6 direct reports as follows
- Coordinator Project Delivery.
- Senior Project Officer – Cultural Heritage and Environment.
- Capital Program Manager.
- Project Support Officer.
- Coordinator Community Projects.
The Strategic Program Delivery and Asset Management team is seeking provision to engage a suitably experienced person to undertake an acting (secondment) role, Capital Program Manager.

PARTICULARS OF GOODS AND SERVICES
Introduction
Reporting to the Major Project Manager, the Capital Program Manager will be responsible for the end to end management of the development, budget and delivery of the Water Utilities capital works program, including handover, project closure and asset capitalisation. This role will also provide day-to-day technical assistance, direction and leadership to the wider major projects team.
The applicant is anticipated to fully embed themselves within the major projects team for the duration of the contract.
The duration of the engagement is 12 months from the project award with the possibility of a further 12 months at Council’s sole discretion. The applicant is required to be available for a minimum of 40 hours / week and be based in Emerald every second week or full time during critical time periods or as directed by the Major Project Manager / Manager Strategic Program Delivery and Asset Management.
The Capital Program Manager will be responsible for managing all Capital Delivery Project Managers and Supporting Staff.
Within the 12-month contract period, CHRC will continue actively recruiting permanent staff for the Capital Program Manager role. Should the role be filled whilst the applicant is on secondment, the applicant will conduct a handover with the permanent new staff member.
Key Responsibilities
The key responsibilities for the role include:
- Strategy development: To define and develop appropriate capital delivery models and contracting strategies and panels.
- Operational compliance: Ensure that the capital works program does not impact regulatory and service level compliance within a risk management framework.
- Leadership: Lead, motivate, mentor, develop and support the team to service delivery excellence. Develop resourcing strategies to ensure successful delivery of services.
Ensure employee performance is meeting expectations and managing these expectations successfully.
- Project and contract management: Oversee the management of projects, ensuring projects are delivered within an appropriate timeframe, budget and legal framework.
- Stakeholder engagement: Establish a reputation for reliance and trust across the spectrum of stakeholders, including other levels of government, councillors, management, peers, co-workers and the public.
- Safety and training: Promote and demonstrate Council’s high standards in relation to health and safety. Championing a culture of safety in the workplace. Report unsafe work practices, incidents, hazards and near misses, and unacceptable workplace behaviours. Identification of continuous improvements in the safety area. Work according to safe work procedures and undertake necessary training to ensure regulatory compliance is met and zero harm is achieved.
- Customer service: Manage the capital works team to ensure excellence in customer service provided to internal and external customers.
- Financial and procurement management: Ensure Council’s procurement policies and procedures are followed, including the development of scopes for RTQ’s or RFT’s. Manage expenditure and budgets in consultation with the team. Ensuring the team provides value for money outcomes when making procurement decisions. Management of budget preparations, planning and monitoring.
Additionally, this position may be required to conduct other duties as directed by the major project manager.
Abilities, skills and knowledge
Mandatory:
- Demonstrated leadership ability in a capital delivery role of more than 15 years preferably within Local Government.
- Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management and time management.
- Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability.
- An understanding of the legislative and regulatory requirements pertinent to Local Government and management and operation of water and sewerage services.
- Extensive knowledge of infrastructure (roads) and water and sewerage treatment plant processes, network design and management, risk and asset management.
- Knowledge of project and contract management methodologies.
- Participation in the on-call duty roster.
- Demonstrated abilities and skills to promote leadership and cultural excellent in safety.
Desirable:
- Experience in financial management in a medium-to-large organization.
- Political acumen and a capability to interpret the political environment.
Qualifications
- Relevant tertiary qualifications in engineering.
- Minimum of Queensland C class drivers’ license.
- Registered or able to obtain Registration as a Professional Engineer Queensland (RPEQ).
Working Conditions and Safety Requirements
- Primarily work indoors and carry out activities which may include constant hand functions, constant seated postures, occasional forward reaching, occasional standing, frequent neutral neck postures, occasional walking, frequent dynamic neck movement, lifting up to 10kg, carrying up to 10kg.
- Work outdoors and in areas where environmental factors may include head/cold, sun, rain, wind and noise.
- Adherence to CHRC's Health and Safety standards and procedures.
