RFQ250274 - Design Consultancy – Bluff Former Landfill Rehabilitation
CHRC seeks the services of a qualified landfill design consultant to prepare a rehabilitation design package for the Bluff Former Landfill (Lot 32 HT608, Parcel 142582, Bluff QLD).
Services required include site survey and mapping, geotechnical and hydrological investigations, environmental risk and contamination assessments, and preparation of detailed designs for erosion control, landfill capping, drainage, revegetation, and embankment stabilisation. Deliverables include staged works plans, specifications, and cost estimates to inform future construction procurement.
The work is expected to commence mid-December 2025, with design deliverables to be completed by May 2026. Site access will be arranged by CHRC.
The Bluff Former Landfill (Lot 32 HT608, Parcel 142582) is an inactive legacy site owned by CHRC and not covered under current Environmental Authorities or the 2021 landfill rehabilitation provision model. Previous inspections (2021–2025) and community reports identified erosion, waste exposure, and legacy scrap materials (car bodies, tanks, pipes). These present potential environmental risks, including runoff into adjacent creek systems.
The design consultant must ensure compatibility with:
1. Regulatory framework: Environmental Protection Act 1994, Queensland Landfill Siting, Design, Operation and Rehabilitation Guidelines (2019 update), and End-of-Waste 2. Codes for imported capping/revegetation materials.
3. Council strategies: CHRC Landfill Rehabilitation Provision Framework (2021 Resource Hub model, updated for inactive sites).
4. Technical requirements: Design must integrate with CHRC’s future construction procurement process and long-term monitoring responsibilities.
Access to the site will be arranged by CHRC (fencing/signage controlled). Consultants must consider legacy waste removal, drainage, geotechnical stability, and staged rehabilitation delivery compatible with CHRC’s budgeting and long-term asset management.
