The City of Mount Gambier is inviting a suitably qualified project team to lead the creation of a bold master plan for the further enhancement of its inner-city.
The CBD Master Plan will address the following key elements:
1. Urban Design and Public Realm Improvements:
- Determine upgrades to streetscapes, public spaces, and key precincts to enhance aesthetic appeal and functionality and align with best-practice contemporary public space design.
- Review current and emerging patterns of community usage to create a safe, welcoming and inclusive city centre and identify measures to improve community safety.
- Leverage current and future macro activity hubs such as key public infrastructure and event spaces and anchor retail precincts.
- Consider strategically located micro activity hubs, places to gather, public art, green spaces and canopies, and urban furniture to create a welcoming and engaging environment and to build intensity and connectivity.
2. Evening Economy Activation:
- Consider focussed evening economy precincts and initiatives to support local businesses and cultural activities, such as late-night entertainment venues, late-night trading, live performances, and street markets.
- Identify infrastructure improvements to support evening activities, such as pedestrian connectivity, lighting, safety features, and well-considered public transport options.
3. Mobility and Accessibility:
- Building on the studies already undertaken by Council, clarify the strengths and weaknesses of traffic patterns, parking, and public transport in the CBD.
- Identify approaches to prioritise pedestrian and cyclist movement while ensuring efficient vehicle access.
- Identify opportunities to improve connections between key destinations within the CBD and surrounding areas.
- Consider accessibility improvements within the CBD consistent with the intentions and provisions of Council’s emerging Disability Access and Inclusion Plan.
4. Community Engagement and Placemaking:
- Integrate community consultation into the master planning process to ensure that local aspirations and needs are fully considered.
- Adopt best practice placemaking principles to develop concepts and create spaces that foster a ‘sense of place’ and community pride.
5. Sustainability and Resilience:
- Incorporate environmentally sustainable design principles, including water-sensitive urban design, renewable energy integration, and urban greening.
- Plan for climate resilience by considering shading, heat mitigation, appropriate landscaping and stormwater management.
6. Complementary Opportunity:
- Identify opportunities to revitalise underutilised spaces through appropriate residential, commercial, and recreational integration, aligned with broader Council strategies and community benefit.
- Outline mechanisms to attract and guide government and private sector investment, including development and activation strategies that support the vision and objectives of the master plan.
